The town of Yahaba in Iwate Prefecture was the site of Tokutan Castle, a fortification built around 812 by powerful military leader Funya no Watamaro (765–823). The castle served as the area's administrative center and was the site of peace negotiations between the emperor's government and the region's native Emishi people.
